HTTPメソッドをもとにしてHTTPリクエストがCSRFトークンの検証対象となるか判定を行うクラス。

デフォルトでは以下のHTTPメソッドをCSRFトークンの検証対象外とする。

• GET
• HEAD
• TRACE
• OPTIONS
